General Information

The Village of Richmond, incorporated in 1872, is governed by an elected President and six elected Trustees serving staggered four year terms. Except for a few municipalities operating under pre-1870 charters as incorporated towns, all municipalities in Illinois are either cities or villages. Elections are at large rather than by district. The President is the chief executive officer of the municipality and the trustees form the legislative body. The Village of Richmond has an appointed Village Administrator, Village Clerk, and Village Treasurer. The Chief of Police and Superintendent of Public Works are also appointed positions. All appointments are made by the president with the advice and consent of the board of trustees.

According to the special census conducted in 2004, the Village has a population of 1,612.

Other boards and commissions include the Zoning Board of Appeals, Planning Commission, Police Commission, Economic Development Committee, Architectural Committee, and the standing board committees of Finance and Public Works. All meeting agendas are posted at the Village Hall and on the web site.

Regular Board meetings are held on the first and third Thursday of each month at 7:00 p.m.

The Village offices are located at 5600 Hunter Drive and are open Monday through Friday from 9 a.m. to 4 p.m.
